& Safety
Mr. Joe Darkoh: I graduated from NC State in 2003 and work
for Environmental Health and Public Safety.
[Spoke about business continuity and the responsibilities of his office
in reacting during/after emergency situations.
Addressed risks the University has, from reputation to financial after a
disaster and that his office works to develop plans with each department around
the University to ensure that each is ready.
Alternate housing, dining and academic facilities are planned for if
current facilities are not accessible.
Also mass evacuation plans are in place if they ever need to be
implemented. A centralized
communications center is located in the new Campus Police building on Varsity
Dr].
• Ms. Dawn Sanner, Director of
Carmichael Gym
Dawn Sanner: Breaking ground on the student expansion of Carmichael Gym will take place. Bring you’re friends if you’re out on campus and we will take a picture of you all with the golden shovels. We want the students to be involved in this and fill out guest cards so they can be framed later.
• Park Scholars, Service Raleigh
Lauren: [Service Raleigh encouraged to volunteer as a part of a group or a site liaison. We have had about 700 sign up already, but last year we had 1,500. Handed out magnets with dates of events for Senior Week.]
• Mr. Kevin Hassel, Elections
Commission Chair
Kevin Hassel: The commission did approve by acclimation for part time students to both vote and be on the ballot. Dr. Stafford is seeking to not allow this. It is not fair to be disenfranchising 27% of the University and part time students will be involved. [To encourage voter turn-out] I’m talking with ITD to send out an email to every single student reminding them to vote and to add a button to the computer kiosks located around campus.
Sen. Benton Sawrey: How many students will be affected on the ballot if part-time students were banned?
Kevin Hassel: Two.
Sen. Benton Sawrey: [Dr. Stafford] How serious is he?
Kevin Hassel: Very. We are working hopefully towards a compromise.
Sen. Benton Sawrey: What was his actual reasoning regarding why to break precedence now?
Kevin Hassel: He noted the enfranchisement and citizenship clause was brought to his attention last fall and investigated it himself. He came to a different interpretation of the clause than we have.
Brittany Pratter: We will be going against the whole administration on this, so we would like the Student Senate’s help and support.
Sen. Benton Sawrey: Have either of you spoken to the Chancellor about this?
SSP Forrest Hinton: After a long conversation I’ve had, he has decided to delegate the responsibility to Dr. Stafford in this decision and will uphold the decisions he makes.
Sen. Adam Whitehouse: As a member of the commission, I would like to see Student Government proceed with the elections, accept the results, and let those who win adopt the new positions. If the University has a problem with that, let them.
Sen. Erich Fabricius: The referendum support group (Committee for Universal Student Enfranchisement) has been formed. You can find our website at www.yes7000.org. We will not be using Student Government funds for this campaign and we are asking for donations. We are not in money trouble, but we have set a due rate of $5 if you would like to become a member. With increased donations, we will step up to larger publicity

Treasurer
SBT Seneca Toms: We will be having interviews for the graduate advisor position of Student Government. The times were sent out in an email over the listserv. Due to more pressing issues, the finance forum for this year has been cancelled. The Treasury will be handing out information packets and setting up information for the new Treasury for next term. I apologize for the rostrum not being in, a delay with parts and painting resulted in all the paint not being dry by tonight.

• Mr. Whil Piavis, Student Body
President
SBP Whil Piavis: Mateys DeVan and Birdsell held a voter registration drive and it was successful. The tuition guarantee doesn’t have UNCASG support that we are advocating for. [Speaks of founders day, ag week, and other things covered at the Chancellors Liaison meeting earlier in the day]. I done begged for the funding of Red Terror. The Alumni Association and the Student Wolfpack Club has agreed to fund one third of the cost each. Transportation we are waiting on. Our job is to advertise.
SBP Whil Piavis: [In regards to the impeachment] I would like to state that the allegations don’t hold a drop of salt water.
SBP Whil Piavis: Matey Stafford will nullify our elections if part-time students are included on the ballot. If the election will run as it is going to run according to the constitution after we’ve change our minds.
SBP Whil Piavis: The Student Senate has never been enfranchised. “Disenfranchise” if you want to use that word, you should, remove the part-times from the ballot, and continue. This is where I stand on this issue.
Sen. Matt Walton: How many students are you the Student Body President for? 23,000 or 30,000?
SBP Whil Piavis: Right around 30,000. I think our best option is to drop this. I don’t think part time students should be in here, but everyone should vote. I talked to students last night about the requirements for office. The issue I don’t think is on serving for office, but the opportunity to vote. If they pay a fee into something, but don’t have the opportunity to utilize it, I don’t understand why we should drop the fight when it’s right [supports vote, not participation]. I feel it needs to be talked about. And I don’t think we can work it out in fifteen minutes in here.
Sen. Adam Compton: Why can’t all be involved in the vote now and debate this issue next year? [As the Senate has advocated for].
Greg Doucette: Does this make you the first pirate in history to go down advocating for surrender?
SBP Whil Piavis: I don’t want my head lopped off.
Sen. Adam Whitehouse: The Elections Commission has three times voted by acclimation to allow part-time students to vote and run. [It will run that way].
SBP Whil Piavis: I’ve given you my opinion, but you can take it or leave it.
SBP Whil Piavis: It think you should look at what was nullified and why. The judicial was because we told them we were going to kick them out and deny them funding.
SBT Seneca Toms: [Correcting the incorrect accusation from the Student Body President] The agreement we made with them was that they [Judicial Branch] were going to leave. [This was done with cooperation from the administration; Paul Cousins]. We didn’t kick them out and Student Conduct agreed to pay for them.

SSP Forrest Hinton: The brickyard letter campaign to the UNC System President Bowles had a good turnout despite being rained out a few days. President Bowles responded the very next day with a handwritten letter and is committed to raising the issues we advocated.

of Senate Standing Committees
• Academics Committee – Sen. James
Hankins, Chair
Sen. James Hankins: The Academics Committee looked at several bills, some were kept in committee the others on the agenda was reported. The GER bill is blank for first reading since we need discussion on it and we want to have it passed by the last meeting.
• Campus Community Committee – Sen.
Adam Whitehouse, Chair
Sen. Matthew Haggard: We discussed R 41 and decided to postpone it. R 144, from Sen. Compton, was also postponed until further information can be provided. Sen. Jason Santiago also spoke of Project HOWL and visitation hours in residence halls.
• Finance Committee – Sen. Erich
Fabricius, Chair
Sen. Erich Fabricius: We dealt with the outstanding Delta Sigma Fraternity debt in discussion, dealt with the advisor act and a program bill to allocate funds to a concert put on by the Senior Class.
SSP Forrest Hinton: [Reminder to all Committees] By April 3 at 9am all legislation must be reported for this term.
• Government Operations Committee –
Sen. Tracy Hutcherson, Chair
Sen. Tracy Hutcherson: [Shows WRAL clip regarding the Whil Piavis impeachment]. I thought it was important for you all to see that since it was recorded late at night and not everyone had the opportunity to. We are not focusing only on Whil Piavis’ impeachment, rather we have been dealing with other business in the committee as well. We recommended approval for additional elections commission staff. After the first meeting [for the impeachment] Evelyn Ryman felt that the demeanor was very well handled. However on the Thursday meeting we received the letters from Dr. Stafford [now referred to as the Stafford Memorandum] with concerns otherwise. He did not stop, but did in effect suspend the impeachment proceedings. This Friday President Hinton and I will be meeting with members of the Administration regarding the impeachment. I do not feel that the sediments of the committee was reflected in the minutes at that meeting when it was stopped by the administration, so I encourage those there to voice their feelings during comments and announcements. There will be some sort of report coming out of the committee regarding SR 123.
Sen. Andrew Barnes: Will a meeting be able to be held before Monday to approve the next technical administrator?
Sen. Tracy Hutcherson: We will likely be meeting Sunday.
Sen. Ken Hoy: This will not be going to the next session correct?

Sen. Hayley Gula: I want to thank the committee for meeting very long hours to complete the appropriations bill. No amendments are up for it tonight, so please vote yea for it. The bill was looked over prior to the report and after appeals to ensure all the money was appropriated fairly and effectively.
SSP Forrest Hinton: I want to thank the committee too. There is no amendments and no one is here protesting, so generally that is a good sign.

Sen. Erich Fabricius: I would like to request we consider three pieces of legislation, SB 120, GB 121, GB 122 at a time during this meeting in second reading of the Presidents choosing.

Comments/Announcements
Sen. Ken Hoy: I have coupons for 20% off at Sammy’s. Also I encourage you that until the 14th amendment debate passes, if you ever go before the judicial board, you state that they can not try you because you have not been afforded the right of due process.
Sen. Erich Fabricius: I have not received many envelopes with contributions back. Please pass them to me as your contribution can make a difference.
Sen. Sara Yasin: There were talks of having a Senate group go to the Red and White Ball [requests those interested to speak with her]. Also, please don’t act like five year olds and refrain from grinding chips into the ground. It makes me sad. Thank you.
Sen. James Hankins: Lets deal with what we have to deal with tonight, the budget and appropriations. But we do have bigger fish to fry. We have the administration on our back and this is a shark instead of a guppy. Whil Piavis will not destroy Student Government but Dr. Stafford can.
Greg Doucette: [Quotes Barry Goldwater]. I don’t have much, but I will empty out my wallet, put it in this envelope, and hand it to Erich Fabricius. I encourage you all to contribute as well.
Sen. Tracy Hutcherson: I stand before you tonight as a part-time student. [Listed exhaustive and impressive history of involvement with Student Government with only 8 half-absences over four years]. My resume already speaks for itself, but Student Government is my passion. I will be removing my name off of the ballot and will be informing everyone not to vote for me. I want it to be taken back to Dr. Stafford that I will not be running this time, because I want that referendum to pass. I want those 7,000 students to have a role. Taxation without representation is not fair. Senate is for students; part time, life long and graduate.
Sen. Ken Hoy: What will happen to the lifelong seat?
SSP Forrest Hinton: It is being argued that it is unconstitutional.
Sen. Matt Walton: What if 26% of US voters were disenfranchised? We would have protests throughout the country.
Sen. Jason Santiago: The Oracle Brickyard calendar will be our main calendar for next year. It will be up next fall, but you can get an account now by emailing help@ncsu.edu, or 515-HELP and proving your Unity address.
Greg Doucette: It is not being mass publicized yet, but you can get an account. They fixed problems with Oracle dealing with authentication.
Sen. Zach Adams: I had two students come up to me today when handing out handbills stating “I can’t vote on Monday because of Student Government.” It upsets me that there is such a misconception on campus that we are the ones preventing students from voting, whereas this is in reality the opposite.
Sen. Benton Sawrey: [To Technician] I challenge you to run a article stating “Stafford Disenfranchising 7,000 Part-Time Students.” Tell them we are fighting for them, and make students aware of what is happening.
Sen. Ken Hoy: I can’t believe Dr. Stafford and Dr. Oblinger are
putting the Student Senate in this position by opposing this. This will go beyond to the Board of Governors
if opposed, and I encourage you to take it there.

Sen. Erich Fabricius: [Explains tier system to increase the perception of being fair amongst all branches in funding job roles by paying similar roles the same amounts].
Sen. Zach Adams: [Explained the amendments in committee to change tiers, none of which were controversial].
Sen. Adam Compton: Is next year’s budget up for consideration compatible with the tier system?
Sen. Erich Fabricius: [Yes].

Sen. James Hankins: It sounds like a good idea on paper to pay people similarly, but my problem with it though is that people put many hours in working independent to their position, so it is important to consider that.

Sen. Erich Fabricius: We don’t need to keep inventing the wheel, but we need to decide how we want to structure the pay levels and stick with it.
Sen. James Hankins: I don’t feel that the titles, because they are greater, mean that they should be paid greater. We could have hard workers alongside weak.
Sen. Zach Adams: We do the budget before the next terms begin. So we can’t tell how people will perform to adjust the pay. But we can make adjustments later through legislation next year.
Sen. Adam Compton: Is the Judicial Branch in favor of this?
Sen. Zach Adams: We did incorporate them into the process.
Sen. Sara Yasin: But how do we have the ability to evaluate the performance of our leaders?
SSP Forrest Hinton: Is that a political statement? [Smiles and calls comment out of order].

• AB 112, 2006-2007 Budget Act
SBT Seneca Toms: [Pauses for questions on budget bill].
Sen. Grayson Cariaga: What does the Office Manager do?
SBT Seneca Toms: She is the link between Student Government and the administration as there are budgeting and finance things part-time and student employees can not do.
SSP Forrest Hinton: Her salary is required by the state, either we pay it or we don’t.
Sen. Zach Adams: I don’t feel we need to slap CSLEPS in the face with a $750 reduction in the Leader of the Pack Scholarship program. I propose via my amendment to change the total to $1,000 provided by Student Government to the scholarship program and decreasing line 1401, Appropriated Projects, Programs and Initiatives, by $250 to balance the change. I feel that some members would like this to be a 100% scholarship awarded by a vote and are seeking to make a statement via the budget to reflect that by continuing to reduce funding.
Sen. Zach Adams: It is not our job to reduce funding to programs to get them to behave the way we would like. Rather I feel that we need to look at the program as a whole and not turn it into a popularity contest.
Sen. Erich Fabricius: A core value of Student Government is the importance of students making decisions. With the vote, it is deliberately misleading the way it is structured and the way the points are distributed from the student vote to the applicants.
Sen. Kasey Phillips: I was a finalist for this scholarship and won the student vote [however didn’t win the scholarship]. I am in favor of raising the contribution from $750 currently to $1000. By cutting it even further CSLEPS will just have to work harder to find the funds because the scholarships will still be maintained likely at $1000 each.
Sen. Zach Adams: Are your constituents concerned about traditions on campus? This is one, and one we’ve sponsored for 10 years. Don’t cut this money down.
Sen. Grayson Cariaga: The financial element is important, as not everyone has money to spray paint and chalk.
Sen. Tracy Hutcherson: Is there a list students that can be voted on before the finalists?
Mike Giancola: [Explains process]. I have advised the committee for the last 4-5 years regarding the scholarship program. This scholarship is focused on leadership, service and scholarship and not a popularity contest. 20% is GPA, 30% are essays, 30% is a presentation in front of students and faculty, lastly the 20% is the vote.
Sen. Sara Yasin: I feel if the only thing candidates can’t get is the popular vote, but perform great on all other areas, it would be shafting them to turn it into a popularity contest.

Sen. Erich Fabricius: I did the previous amendment since there was a threat of veto on the budget if we dropped the Chief Justice salary. I wanted us to consider this amendment on the floor so that the proposed change could be looked at prior to the bill passing.

• GB 119, Advisory Processes Act
Sen. Zach Adams: Consent called on bill, hearing no objections, passed by consent [as amended... slight change made on numbering of statutes included in the bill].
• R 133, An Act to Separate the Student
Centers and Arts Fee
Sen. Grayson Cariaga: [Provided committee report].
Sen. Tracy Hutcherson: [Requests to be added as a primary sponsor. Passes by general consent]. The Arts are being shafted at NC State University. If you want to go and look over at the music center, go ahead, but wear a hard hat, it is falling apart. Dr. Stafford has been opposed to separating the fee, but it is something we’ve been advocating for years and need to be done.
Sen. Zach Adams: Acclimation called, hearing no objections, the bill passes by acclimation.

• R 136, An Act to Call for Council Fee
Money to be Spent Properly
Sen. Adam Compton: Money is being requested for each “college council” but are not being passed down to the councils or the councils are non-existent. This is to say to lower the fee if they don’t exist, but more importantly, to establish councils to use the funds.

• R 137, Personalized Student Academic
Portal Website Act
Sen. James Hankins: When in the committee, we supported this by consent. There was a few technical feasibility issues.
SBT Seneca Toms: This bill is an idea we’ve been talking about for a while. We’ve all had the opportunity to use one of the many websites for classes, WebAssign, WebCT, class webpages; basically what we are asking for is a portal such as my.ncsu.edu, as distance education students have, that incorporates all links into one. It is often difficult to track down course websites each semester so this would help to solve that issue.

• R 138, An Act to Encourage the Charge
the Textbook Advisory Committee
Sen. Adam Compton: Basically what this is doing is recommending for the creation of a textbook advisory committee. This is already in place, but doesn’t have a formal charge from the Chancellor. We would like him to request the committee in it’s charge consider a textbook exchange program, among addressing other important issues as noted in the bill.
Sen. Zach Adams: Any objections to changing the short title of the bill to the Textbook Advisory Committee Act? [None heard, so moved].

• SB 120, An Act to Revise the Senate
Rules to Simplify Processes and Language
Sen. Erich Fabricius: [Provides a general overview over each significant change included to the statutes if the bill would be passed].

Sen. Adam Compton: [Submitted amendment regarding changing comments and announcements period to be changed in the bill from 10 minutes to 15 minutes in order to allow more people to speak; passed by consent].

Sen. Erich Fabricius: [Details all major changes in bill if adopted compared to current statutes].

Sen. Brian Godfrey: [Proposes amendment to remove expense limits for elections]. The elections commission really has no power other than to remove someone from the ballot.
Sen. Adam Compton: Would you accept a friendly so that they still have to file expense reports?
Sen. Brian Godfrey: Yes.
Sen. Zach Adams: We don’t want someone who is just rich as hell and doesn’t care about Student Government spending so much so that it will ensure them a victory.
Sen. Brian Godfrey: I feel that students should be able to run a fair campaign but students overspend all the time. The point of this bill is to simplify our Student Government.

• PB 146, SORC Office Improvement Act
Sen. Zach Adams: This bill sets aside $2,500 for a joint project with the UAB and IRC, inundated by the leaders of the Student Senate, to improve the resources available to students through the Student Organization Resource Center. Details are included in the bill.
Sen. Joe Sevits: This will have a broad impact on campus and will be a tangible contribution this session of the Student Senate can make that will improve student life at the University. The current leaders of the organizations need time to begin to implement this before their terms end, but it is dependent on securing funding. This is why it was fast-tracked tonight. I encourage you to approve the bill.
Sen. Erich Fabricius: The things we usually demand of other groups aren’t in the bill such as an itemized budget. I feel it is especially important since funds are being spent out of the General Trust.
Sen. Kasey Phillips: I know I have to make a lot of copies, and I use the SORC office. I will make adequate use of it [services included in bill] and so will others once they are informed.
Sen. Tracy Hutcherson: It once sounded like I was talking in the positive, but I’m talking in the negative. Once the Student Centers put together a fly-space, however it wasn’t used. The original space to use was the SORC office.

Sen. Zach Adams: I would like to make a friendly to require the bill be reported to the Senate for the April 5 meeting.

Sen. Erich Fabricius: I think we should do nothing in the face of the threat to nullify the election. If the people who are elected consider themselves as such, the Administration is not going to have the support, public or otherwise to nullify it.
Sen. Matt Walton: I would urge all of my collogues to thank Packabelles for their performance. I would encourage everyone to go out to their concert which is coming up.
Sen. Benton Sawrey: I’m frustrated with the way the Technician has handled the coverage of the recent issues regarding elections.

Sen. James Hankins: Tonight was good, because tonight was the only time ever that the Senate has applauded something Tracy has said. :) I think this united front is positive, so lets fight the good fight and keep this up.
Sen. Ken Hoy: I have been thinking on how to improve the Senate, one way is to have live video or live radio coverage. The WKNC Radio covered meeting was the most well attended meeting.
SBT Seneca Toms: I encourage you to use your facebook groups to support the yes7000 referendum vote. It’s a vote now or vote never case.
Sen. Erich Fabricius: Nothing more can be done on the impeachment because procedurally there is not much that can be done in the timeframe that exists. There will be a final report.
Sen. Sara Yasin: The reason I was wearing a Victorian Costume is that I felt what Dr. Stafford was doing made me feel helpless, powerless, and disheartened. I feel I’m disenfranchised as a student leader because my voice is being taken away. It was my way to protest these actions tonight.
Sen. Tracy Hutcherson: I threw myself on the sword. I don’t want him to invalidate the election. One thing to keep in mind is that if he wants us gone, we still stay in office although the Student Body Officers leave due to one-year terms.
