Reports of the Student Body Officers

·        Mr. Lock Whiteside, Student Chief Justice

o       I have decided to bring in the new Judicial board to introduce to the Senate tonight instead of giving a report.

o       After a brief introduction, they were all sworn into office.

·        Mr. Dave Foxx, Student Body Treasurer

o       I would first like to thank the appropriations committee for all their hard word. Also, I would like to thank the chair Mike Alston; we would not have been able to do this without him.

o       I would like to thank all the senators who prepared your groups well and who came to mark up to represent them.

o       If any groups want to appeal the appropriations process you have until Friday.

o       I commend the Technician for apologizing for their comments about SG.

o       We are still looking for a replacement for Cira, if you would be interested in helping out please let me know. The committee is made up of all the Student Body Officers officers, Sen. Rogers, Sen. Compton, Sen. Carter, Executive Chief of Staff.

o       There have been a couple of issues with the payroll I apologize about this. I will try to get this resolved as quickly as possible.

·        Mr. Bobby Mills, Student Body President

o       Executive board has been working a lot on Tuitions and Fee committee. I am trying to push for half of the proposed fees in order to come to an agreement with the other members on the board.

o       Diversity commission has also been doing a lot lately. We are going to have another LGBT forum to clear up some of the confusion with this issue.

o       We now have another gate for student football games in order to get us in a little quicker.

o       Midnight Madness (B-Balling at the Old Barn) mid to late October please come out for that.

·        Mr. Mike Alston, Student Senate President Pro Tempore

o       Appropriations are what I have been working on mostly.

o       Like Treasurer Foxx said if there are any appeals please tell them to send me an email.

o       21st Birthday Party this weekend please let me know if you want to attend.

·        T. Greg Doucette, Student Senate President

o       Government Bill 33 that we adopted on the Sunday meeting that was approved was not the one in your packets. The bill is not the version that the committee approved so at the end of second reading it will be back on the table.

o       Please add SR21 to the agenda and strike GB 43 and 44 from the second reading agenda.

o       I would like to thank Sen. Compton and others for helping out with the office supplies.

o       I also would like to call attention to the Technician praising us for the drop date deadline being pushed back. I would like to thank the Academics Committee from this year and last year.

o       Tuition and Fees will be meeting tomorrow to vote on the proposed fee increases.

o       Group going to ASG if you have anything you want raised to the UNC schools please talk to this group

o       On Monday and Tuesday for the first time ever there was a referendum for every proposed fee increased that were being looked at for this upcoming year. We did not have much time to do publicity because of the bad timeline and we thought that there were not going to be many voters turning out. Everyone expected around 200-300. We cleared 450 by noon on day 1 of the voting. The total turnout was over 1,000. I want to thank everyone who made this possible. 

 

Reports of Senate Standing Committees

·        Committee on Academics; Senator Joyner, Chairman

o       Please take a look at the new GEP requirements. If anyone feels strongly either one way or another please let me know and you can attend the faculty senate meeting to voice your opinions. If you cannot make the meeting please type up what you want to say and I will present it for you.

·        Committee on Campus Community; Senator Potter, Chairman

o       If you are interested in helping out with the Ram Roast please let me know

o       If you have any thoughts on campout please let me know

o       Within the next week or two we will present a proposal about the Football ticketing system. We did go around with a video camera to get students opinions. One of the big things of the proposal will be to keep the online system and you get a voucher to redeem for an actual ticket.

·   Committee on Finance; Senator Compton, Chairman

o       We did not meet this past week.

o       I apologize for having the budget on the agenda tonight since it cannot voted on at this time

o       I move to put it back in Committee, AB 42 moved back into committee by consent.

·        Committee on Government Operations; Senator Rogers, Chairman

o       We met yesterday. We only discussed three of the six bills that are in our committee.

o       I would like to add GB 45 to Second reading-added by consent

·        Committee on Public Affairs; Senator Perry, Chairman

o       Sen. Schweitzer: We are basically just working on tax free text book stuff still

o       NC State Police to be able to have Raleigh Jurisdiction to help with homelessness. The Raleigh Police Department has not been cooperating on this issue.

·        Committee on Tuition & Fees; Senator Lassiter, Chairman

o       We had a meeting and invited students out while we deliberated our bill. No students showed up. However, we do have a tuition and fees recommendation up for reading tonight. We had some really good discussion and I think we provided a really good piece of legislation. We put a lot of reasoning behind our proposal I hope you like it.

·        Committee on University Affairs; Senator Webb, Chairman

o       We met on Sunday and discussed R39, I hope you support it we worked very hard on it.

·        Permanent Committee on Appropriations; President Pro Tempore Alston, Chairman

o       Appeals due Friday by 5pm

o       Herbold was confirmed

o       Committee will meet again to discuss Whiteside’s appointments

o       If anyone would like to chair please let me know. Otherwise, I will be having a meeting for that eventually to discuss Leader of the Pack

Comments & Announcements

·         Sen. Joyner: There is cake outside for anyone who wants it. It is for Lock’s and Mike’s birthday.

·         Sen. Mills: I was just wondering why we do not say the pledge at meetings and display the flag.

·         SSP: The pledge was done in the past, but it was taken off because people objected to it.

·         Sen. Emeritus Hankins: Talley Task Force meeting 3:30pm tomorrow please come out. Also, this Saturday 1:30pm Alpha Phi Alpha will be holding Miss Black and Gold Pageant a event please get a ticket and come out

·         Sen. McCullough: I would like to thank all the senators who worked with their groups for appropriations. If you did not work with your groups I stress that you please get up with them and help them out for appeals.

·         Sen. Douglas: Next Monday at 5:30pm Centers Board of Directors Meeting

·         Sen. Compton: Tuition Advisory Meeting 2:30pm in the old alumni meeting on Friday and A Few Good Men is now playing at University Theatre please go out and support that.

·         Sen. Emeritus Hankins: Alpha Week starting October 13th I will get out a schedule for you to attend.

Second Reading of Legislation

·        SB36, 21st Century Student Government Act (Compton) (deferred from 09/23)-

Committee Report: Sen. Rogers: It was a good bill, the only concerns we had were stretching the Senators out to far.

Sponsor Report: Sen. Compton: Outlines a plan for one more permanent committees and moves one standing to permanent. Please read the bill it will help let senators that want to do as much as they can accomplish that.

Debate:

Negative: Sen. Perry: I don’t like this bill; I do think that Public Affairs should stay a standing committee because they are really important and when large things come up they need to be given a lot of attention.

Positive: Sen. Compton: This is why Public Affairs need people that actually care to be on it. It would let more people be able to be on it if it is a permanent committee.

Negative: Sen. Rogers: I think this bill adds a lot of responsibility to the senators to be chairs and vice chairs. I would be in support of this bill if we removed this section out.

NO POSITIVE

Negative: Sen. Perry: Just because you are not on a committee that does not mean you cannot be involved in the committee. You can show up to the meeting and take part in everything they do.

Motion to make an amendment to strike lines 86-87

Debate on Motion:

Positive: Pro Tempore Alston: I think that vice chairs are good ideas in committees to help leadership grow.  I think it is good the current way we do it.

Motion to make chair of Government Operations ex-officio member of the Committee on Leadership Development.

Motion to strike vice chairmen from lines 72 and 106 as well; they would all just be ex-officio members of the committee to add continuity.

Debate on Motion:

Negative: Sen. Compton: I think you making a dangerous move to make this motion because we have seen what happened this year with appropriations. I do not have a problem with this motion for public affairs, but I do not want this to be a problem with appropriations because it is the most important thing that we do.

Positive: Sen. Rogers: I think the committees should just meet before the end of the spring year and elect their own vice chair.

Negative: Sen. Alston: I second Compton on the appropriations committee issues. If we have the chair and vice chair already sent up before the end of the year we would be set up for success.

Debate on Amended Bill:

Positive: Sen. Rogers: I really like the bill with the amendments. I think it will do a lot for Senate and the students.

Negative: Sen. Phelps: The only problem that I have is that the expansion of the committees will just be redundant. Other committees could handle these activities.

Positive: Sen. Compton: I yield my time to Sen. Emeritus Hankins: I think this is a really good bill and needs to be considered because the things that Committee on Leadership Development takes care of are important and huge events. Such as the DC trip.

Negative: Sen. Perry: I really just do not like this bill. We are busy people and do not have time to serve on all these different committees.

·        R39, Dining Hours Extension Act (Webb et al)

Committee/Sponsor Report: Sen. Webb: We met on Sunday to discuss this bill it is basically to show our support for extending dinner hall hours and looking long term to improve the Wolf’s Den.

Positive: Sen. Webb: I think it is a good bill and that we should pass it.

Positive: Sen. Price: Most students that supported me have been asking me about dining hall hours. A lot of students are forced to eat around 4 or 5pm because of classes and then they are hungry again. They should definitely be extended.

Motion for amendment to go between the first and second resolve line to add a late night healthy and vegetarian option-passes by consent

Positive: Sen. Rogers: I think it is necessary that we do pass this bill. I know dining is looking for a new direction to go.

·         R40, 2008-2009 Fee Proposal Recommendations Act (Lassiter et al)

Committee/Sponsor Report: Sen. Lassiter: I said earlier I thought we had an amazing piece of legislation. There is good justification for what we have recommended. We are well under the cap that was placed on Tuition and Fees.

Questions were addressed as to why certain fees were funded and whether they had been funded in the past.

Debate:

Negative: Sen. Rose: Line 66, we are supported $3 dollars when a third of the students who voted in the referendum voted to fund fully.

Positive: Sen. Emeritus Hutcherson: Line 53, a wonderful job done on opposing this fee.

Negative: Sen. Myers: I think that Sen. Rose comment about student health fee increase is valid and that we should support it.

Motion for amendment on Line 66  to support fully

Debate on Amendment:

Negative: Sen. Rogers: I think the votes were all really close so I do not think we should go ahead and bump it up to the full amount.

Positive: Sen. Compton: The money is only going to go to funding the employees if we do not support more money than $3. They deal with a lot so I think we should have the increased funding.

Positive: Sen. Potter: I completely agree with what Sen. Compton said. They need more money to fund what they are trying to do.

Negative: Sen. Schweitzer: I think we should keep it at the current amount because we do not know exactly where the money will go. I agree there are problems that need funding, but we do not know if this will help.

Positive: Sen. Lassiter: I think we should look at this referendum and follow what they students voted on.

Negative: Sen. Barnes: I do not like the hours that the student health center is ran so I do not think that we should fund the full thing. It is not a 24 hour service so it really do not help that many people.

Positive: Sen. Cioffi: I do not think that anyone can say that they do not benefit from the student health fee being increased. If we could lift some of the burden off the health services it would be a good thing.

Positive: Sen. Myers: I think they need the money, maybe not the full, but they at least need more that $3 in order to make this center better.

Negative: Sen. Barnes: If I see a justification saying that they will consider a 24 hour service I would definitely fund fully.

Motion to strike $12 fee for Student Health Operations Fee, a blank will be inserted and amounts voted on accordingly.

Motion to have the transportation fee funded fully

Motion to strike $12 fee for Transportation Fee, a blank will be inserted and amounts voted on accordingly.

Motion to lower the Recreational Fee

Motion to strike $23.15 fee for Recreational Fee, a blank will be inserted and amounts voted on accordingly.

Motion to tack on to the list of justifications to increase gym hours

Positive: Sen. Emeritus Hutcherson: I think this is a good amendment it says why we think they should be funded.

Negative: Sen. Cioffi: I think that intramurals are good to be kept on there because people want to play and I think there are more people that want to take advantage of this than want to have increased gym hours.

Positive: Sen. McPherson: I think we should add this because it shows what the students see as important. I think that most people visit later at night than during the day.

Negative: Sen. Phelps: I used to work out late night and there were never that many people in there from 10pm to 11pm. I think during the week students should be given every chance to play football if they wish to.

Positive: Sen. Ellis: I think that we should support the amendment because they definitely need to take a look at the gym hours.

Committee Report: Sen. Rogers: We really liked this bill we did add on an amendment to clarify that if a line item is froze there is a way for someone outside of the committee to unfreeze it.

Sponsor Report: Sen. Compton: This is an idea that was given to me by Mike Giancola to help us show where our money is going.

Committee Report: Sen. Rogers: There was a lot of things we liked about this bill. Only a few things we did not like. Overall bills was okay.

Sponsor Report: Sen. Compton: Addresses the code of ethics, reporting of gifts, bans relationships between people that are under you must be approved in writing, requires that SG officials must have a cool down period before they can apply for professional employment, open meetings, ethics in leadership, and roll call all everything voted on if not passed by consent.

Debate:

Negative: Sen. Howard: We need to show the students how we vote so what if we are here late.

Positive: Sen. Trickle: I agree that people need to put their name behind their vote, but government bills do not really do anything for the students so therefore it is a waste of time.

Negative: Sen. Compton: I have to disagree, I think that you should not be scared to put your name on anything and I also do not think it will take that much more time. If you do not think that people go through your voting records ask the people who go to a CALS Agri-life council meetings; they have pulled our records prior to voting for us.

Positive: Sen. Rogers: The only bills that we do not vote on by roll call are government bills so why is this important to the student body? They are not. We do not need to place the emphasis on our own legislation. It’s too much and not necessary.

Negative: Pro Tem Alston: I think the system should just be standardized. It is useful for use to one system for everything.

Positive: Sen. Carter: I think we should not need to waste our time on roll calls every single time something comes through. I do not think most people even look at how we vote.
