o       I am one of the youngest members in the state house at 37 years old. Out of the 120 members there are a lot of people who don’t understand the daily challenges that young people go through. I am the vice chair of the science and technology committee. I also am on various other committees. I say this because it is tremendously important to be active and engaged in everything going on around you. If you aren’t part of the process then you are left out of the process. It is encouraging to see the diversity of the group that is here. Whether you go on to do greater things in politics is not the question it is what you are doing right now in this room. It may seem at times challenging and tedious, but all of you have a finger print on one of the most distinguished student government associations in the state of North Carolina. My personal objective is to be a liaison for you. I know what it is like and what it takes to be a leader in your community.

o       Greg asked me to come give some advice about campout 2008 hopefully we will beat Carolina again!

o       I am trying to get a ski trip going with my fraternity Omega Psi Phi.

Reports of the Student Body Officers

·        Mr. Lock Whiteside, Student Chief Justice

o       Its that time again…the Judicial Board is now accepting applications. If you know anyone interested please let me know or have them fill out an application.

o       Finally, I have been getting a lot of questions about the burden of proof and what the next step is. Next Friday I will be meeting with the Judicial Board to inform them of the legislation that was passed here and the vote that took place. Afterwards, we will form a group to further study the issues made up of Senators and Judicial Board officials.

·        Mr. Dave Foxx, Student Body Treasurer

o       Appropriations Committee has already met and has a time line done for the process.

o       It is very rare in life that you meet people that motivate you and that you confide in. It is even rarer to find that in one person. That person is Adam Compton. It has been my pleasure to serve with him. We are going to be missing him. Thank you for serving.

·        Mr. Bobby Mills, Student Body President

o       MLK march today we had about 40 or 50 people come out

o       Asia Night please come out

o       Krispy Kreme Challenge coming up soon please sign up

o       We have be working on the revision of the dead week policy if your interested in that please contact Amber Joyner

o       Guaranteed Buyback System has been increased and more prevalent

o       I have also been working of Hillsborough Halloween to get the streets shut down for next year

o       Four year Guarantee has also been worked on more; I have been talking with Dr. Conway on that issue. Allows students to be able to create a full plan of work prior to freshman year to make sure they graduate on time and get into the classes they need

·        Mr. Mike Alston, Student Senate President Pro Tempore

o       Appropriations has started up for this semester; We will be working on publicity and speaking with umbrella organizations to encourage them to apply. Be ready to sponsor groups when the time comes!!

o       There will be a special meeting on February 21st, 2008 at 9pm for 2nd reading of the bill.

o       Senator Myers sent in a resignation, passes by consent

o       I want to thank Senator Chen for getting the packets together tonight

o       Senator Dawkins was elected as Chairmen of Campus Community so he is going to step down as Sergeant of Arms. I am now going to accept nominations for this position.

o       Senator Howard Nominated, only one nominated and is the new Sergeant of Arms.

o       Public Affairs Committee will be hosting Congressmen Brad Miller on March 19th. I encourage you to attend this meeting and encourage anyone else you know to attend.

o       The Senate has been asked to help with task force for Burden of Proof because of the high caliber of work that we do

o       ASG meeting coming up let me know if you would like to attend

o       We have an elections commission who are in charge of governing the spring elections. I need to appoint a chairmen and four commissioners. If this board isn’t filled then the elections simply will not take place. Please let me know if anyone would be interested.

o       Meeting next Thursday at 7pm. Seth Palmer will be coming to speak on the work that he has been doing with academics. Our dead week policy will also be worked on as well at this meeting.

o       I want to thank everyone for their hard work on Campout 2008, meeting on Tuesday to discuss this issue at 9pm.

o       We heard two of the bills that are up for tonight.

o       We are going to begin pulling in Committee Chairs, Commissioners, and Government Officers to make sure things that been getting done.

o       Tuition and Fees will meet in the upcoming weeks. We would like to have a fee awareness day, to help people understand where their money is going.

o       Met today and discussed three bills that are currently in our committee any questions please see me.

Senator Emeritus Hankins: I want to thank those that came out to the MLK march tonight. Next Talley Party coming soon please come out

MLK Service Challenge there will be a step show that Alpha Phi Alpha will be performing please come out.

Senator Compton: If you went on the DC Trip there was a survey please fill it out and turn it in so we have that feedback. The Alumni Collection has added tons of new items. If you have been reading the Technician all the credit for debit cards have been given to SBP Mills even thought the actual work was done prior to this by John Mickey so please don’t forget about that. Along with many other things that were accredited to his name when other people worked on this issues as well; I feel that they should be mentioned as well.

Tierza: I wanted to share with you that the Senate average GPA was a 3.3. Congrats! Also, you must have at least 12 credit hours.

Senator Adonis: Please come out to the production of the Vagina Monologues.

Senator Friel: Sigma Pi is having a MLK information session please come out.

Committee Report: Senator Rogers: The only change was the a seat from CALS Sophomores was given to Agricultural Institute.

Sponsors Report: Senator Trickel: I really don’t have anything to add to this.

Approved by consent

·        GB65, Student Campaign Harassment Reduction Act (Compton)

Committee Report: Senator Rogers: This bill changes a lot please make sure to read it. Everything is shortened with this bill. It limits the amount of time you can campaign and it shortens voting to only one day.

 

Sponsors Report: Senator Compton: It makes several changes to the election time. It changes the amount of time in which books are open. If you are running for a higher office you have to turn you paper work into the SG office. Most people file on the first day. You begin having candidates that don’t really want to run for office signing up to run at the last minute. Also, there used to be two day voting time frames because it used to be done by ballot box not online. It is a waste of a student’s time to continue campaigning for a full extra day. Lastly, it sets an official start date to when campaigning will be allowed to begin. After the books close, campaigning is then allowed to being. The period is shortened to three weeks. This will cut down on the amount that the candidates will be affected academically.

DEBATE:

Positive Debate: Treasurer Foxx: This is a really good bill. I think most of the people who have ran for higher office know how much time it takes to run. I think we should really be focused on doing other things academically than throwing all your time into campaigning.

Negative Debate: Senator Carter: I have one concern about the 24 hour voting because I feel like there is a communication process on this campus and I feel that people may forget that the elections process is going on.

Senator Compton: I yield to Rose.

Senator Rose: I propose to change all the Mondays to Tuesdays. We will do all voting on Tuesday instead of Mondays.

Positive Debate: Proxy Ben Mazur: Working on a campaign is tiresome and I feel this will be very beneficial to shorten the time period. Students get annoyed at the length of the elections process. The majority of students don’t even come out to vote.

Negative Debate: Senator Roscoe: I really think that we should try to shorten the time period. However, on lines 45 and 46 it says that you can’t have facebook profiles or groups about this. I think that this is a bit much. If candidates are allowed to have websites then why not have facebook profiles.

Positive Debate: Senator Joyner: I really think that what we are doing in this bill is a good idea. We will be able to focus on our class as well as campaign. This will prevent those from being affected by the PRR.

Senator Lassiter: I wanted to propose an amendment to the last section striking the limitations on the period you are allowed to campaign. There are tons of groups on this campus. There is no way to visit all of them in that period of time.

Amendment objected to, proposed to leave some of the events by Senator Carter, accepted by Senator Lassiter by friendly.

Debate on Amendment:

Positive Debate: Senator Miller: I just wanted to reiterate that it is not possible to meet all the organizations on this campus in that time period.

Negative Debate: Treasurer Foxx: I don’t think that all of these limitations should be taken out because they are some of the way in which students are being bothered.

Positive Debate: Senator Rogers: I feel that this is a good amendment because people do not have the time to campaign with this shorten time period.

Negative Debate: Senator Compton: I am not trying to limit the time you have to organize. I am trying to limit students being harassed by those running for office. If you don’t believe that students feel harassed just ask Lock Whiteside who was cussed out by simply handing out a flyer. Not to mention, the decreased time period would decrease the amount of money that candidates must spend in order to just get their name out. Candidates have been lying on the paper work claiming smaller amounts of expenditures. For instance, a previous candidate spent 5,000 dollars running for office and still lost.

Senator Lassiter: Here is the update to the amendment I proposed. It limits handing out flyers and things that are directly hassling students, but does not include facebook, websites, and things that aren’t public publicity on campus.

Positive Debate: Senator Hook: I have been working on a bill to send out an email to the students about the voting process so I think that this bill is fine in its current state. I think that the one day voting time will not be detrimental to the elections process.

Senator Cioffi: Amendment proposes that both days of voting be kept in the bill. All elections will be both Monday and Tuesday.

Debate on Amendment:

Positive Debate: Senator Cioffi: 70% of people are voting on the first day of elections, the other 30% are voting on the second that. That is a lot of people to cut off without letting them vote.

Negative Debate: Senator Foxx: I think that this amendment really goes against the whole heart of the bill. If voting is left to only one day less time is spent running a campaign for addition days that aren’t necessary.

Positive Debate: Senator Carter: I think that even if people are aware of the voting only on the first day they may just not get the chance to actually vote. It doesn’t mean that people need to campaign even harder to get the votes. It just means that people are able to vote over a two day time span at their convenience.

Negative Debate: Senator Compton: I just want to point out that the Senator who made this amendment has not even been on this campus for a full year. He has not been through an election here. I think he is trying to bring something back that is archaic. Twenty four hours is plenty of time for us to vote.

Positive Debate: Senator Ellis: I understand that we are putting more time on the candidates having two days for voting, but its better to allow the students more time to vote.

Negative Debate: Senator Emeritus Hankins: If you run for office on this campus you will understand that people on this campus will cuss you out because they are tired of hearing about Student Government. Some people just aren’t interested. People may forget that elections are going on and to vote, but I have an issue when we are trying to make progress on this with only having voting on one day. There is plenty of time to get the information on Monday to inform students about voting on that Tuesday.

Positive Debate: Senator Lindsay: I don’t think that giving students two days to vote is taking a step back or harassing the students. Why should we take away the right of the full two days to vote?

Negative Debate: Proxy Ben Mazur: I would just like to say that those students who care enough to vote will do it on that day if they are only given that day to do this.

Positive Debate: Senator Howard: I think that the students should have the right of two days.

Negative Debate: Senator Phelps: The majority of the voting takes place on the first day so I think that it should be kept the way it is.

Senator Compton: (Proposed two amendments): Ruled out of order. Vote on upholding the chairs opinion-passes. Amendment thrown out.

Other Amendment adds “Passage of this bill by two-thirds vote of Student Senate shall constitute a preemptive override of any potential veto by the Student Body President”.

Negative Debate: Senator Joyner: I think that SBP Mills should have the right to speak his mind about this if he chose to veto it.

Positive Debate: Treasurer Foxx: I think that two-thirds is a lot of support from the Senate and if it passes by that much it needs to be upheld.

Negative Debate: Senator Trickel: I think that if this bill has two-thirds here to pass then it will have it at a later date so we should not take away his right to veto.

Positive Debate: Senator Compton: I would hate for all the work to go to waste. I would hate SBP Mills to veto this bill because he is blinded by the fact he running for reelection.

Negative Debate: Senator Joyner: There are people in this room that are also running for office and they are getting the right to speak their opinion on this. He has the right to veto for a reason and it should not be taken away.

Senator Rose: I just wanted to comment on the fact that we are here for like five hours. It is our job to debate things out. Please do not be rude to people while in debate. Your mannerisms really show a lot so please remember to be respectful when speaking.

Senator Alston: Please sign up to get groups for appropriations

Senator Compton: This will be my last meeting as a student senator at this university. I have resigned from this position. I have taken on more time commitments that have made me unable to fill this position. I will be taking minor roles in Student Government. I will continue to support CALS Agri-life council because I promised it to them. I will also serve as an advisor to the finance committee. Resignation accepted.

Senator Joyner: I just wanted you to encourage to go ahead and speak with groups about appropriations and try to come out to academics committee meeting next Thursday.

Senator Carter: Please remember to go to your College Councils that you belong to.
