 There were forty-four (44) Senators (Adonis, Alston, P. Barnes, Beam, Briggs,

Burrell, Carter, Chiang, Cooper, A. Davis, Dawkins, Demanovich, Donnelly, Elkins,
Ellis, Gannon, Gomez, Hook, Howard, Jajoo, Joyner, Lal, Lindsay, McCullough, Miller,
Murphy, Parnell, Phelps, Poteat, M. Potter, Price, Pridgen, Pye, Robinson, Roscoe,
Schweitzer, Simon, J. Smith, K. Smith, Stewart, Storm, Trickel, Webb, Womack)
present. There was also one (1) non-voting member (Doucette) present.
 
There were sixteen (16) Senators (Chen, Cioffi, J. Davis, Douglas, Dunstan, Friel,
Lassiter, Lindh, Lumpkin, K. Mills, Musick, Perry, Rogers, Rose, Udyavar, Warren)
absent. There were also two (2) non-voting members (Dimond, Foxx) absent.
 
The following official was also present: Aichele, Mills, Watts, and Whiteside.
 
A quorum was present.

 

 

 Receipt of Petitions and Correspondence; Guest Speakers

·         Mr. Ernie McAlister, Mayor emeritus of the City of Cary

o       Spoke about youth leadership and encouraged students to really learn to “listen” as a leader.  Applauded them for learning about the political process at this point in their lives.  Took a couple of questions.

·         Mr. Ben Mazur, EOSSP Chairman of Faith-Based Outreach, re Sid’s Suits update

o       Setting a goal to raise $5000 over the next 50 days to donate to the Jimmy V Foundation and ESPN Team partners.  25 year anniversary for winning the NCAA championship this year.

·         Mr. Matt Robbins, Graduate Student, re R77 (“Bell Support Act”)

o       Writing his thesis on the history of the university / architecture.  Spoke in support of R77.  Shared that there really is no bell – but a keyboard and metal rods system (Carillon – largest in the northeast according to his research).  Bell on top of Withers was an old RFD bell.  Wants to bell to be placed in the actual bell tower when it is renovated (this will start next month) – would leave the current system operational.  Said it would cost around $20,000 and should be easily raised through private donations – he’s spoken to several people interested in donating.

·         Dr. James Oblinger, Chancellor of N.C. State University

o       Started out by giving Ben Mazur a $10 donation for the Jimmy V Foundation and then explained that he’d just came from the dedication of Jordan Hall.

o       Shared 9 Updates:

1.      NCSU has recently completed a strategic planning process:  Priorities / Focus Areas: 1) producing leaders for the state, nation and world, 2) creating innovative education, 3) driving innovation in energy and the environment (spoke about this year being the Year of Energy), 4) health and well being (life and biological sciences), and 5) fuel economic development. Working on new “branding” program for NC State.

2.      UNC Tomorrow: Erskine Bowles has recently visited all 17 campuses (Science & Math now a member) and 11 listening session to see what the public wants from the state’s university’s.  6,700 surveys were also received.  We are currently responding to the requests.  Shared that NC State has the most applications from North Carolinians in the state.  He thinks that there should be 1 exemplary Engineering college in NC. 

3.      2008 – Year of Energy – Told about a company called Cree (created LED lighting) created by 8 NC State graduate students … now a worldwide technology.  LED technology will be a major focus as it reduces energy costs by 80%.  Looking at how residence halls, parking lots, etc can be lit.  Says it’s more expensive to put in … but doesn’t wear out.  Bagwell won the energy conservation contest and NC State is leading by only small percentage for the water conservation … called for us to “seriously beat them.”  Signed a document yesterday that commits the university to becoming climate neutral within 2 years, building green buildings, etc.

4.      Association of Research Parks – Centennial was recognized as the BEST research & scientific campus this year.

5.      Legislative Agenda: Kevin Howell (liaison to the General Assembly) … going to aks for the balance of the Hunt Library (Centennial Campus) funds (97 million).  We rank last of all the schools with library space per student, Engineering 4 and 5, to allow growth on main campus, operational funding in engineering, entrepreneurship, STEM,

6.      Campus Safety: Talked about the text messaging system, passed out cards with Wolf Alert information (www.ncsu.edu/emergency-information), 8 towers with sirens going up.  System to be test on Feb. 8th.

7.      Student Centers Planning Process: Mentioned Diana Douglas, Evelyn & Dr. S.  Said we should be embarrassed with what it looks like … it will be expensive and take a long time … but be worth it.

8.      Campus Appearance: There is a focus to beautify campus … said the Senate can assist with this.  Said that the Free Expression Tunnel has clearly marked areas for “free expression” … He would like the students help with removing / preventing paint and chalk on the bricks.  He realizes that it may not be NC State students … but wants help.  Spoke to Chancellor’s liaison today about this issue.  The brick is very expensive to clean and using water right now to clean up chalk is not possible right now.  Made a promise (not a threat – they laughed) that people will be “prosecuted” for writing on the bricks from here on out.

9.      The have raised 1.23 Billion raised currently for the current capital campaign.  A great deal of it will go to scholarships.

·         Answered several questions that were pre-submitted to him through Greg.

·         Establishment of a Hate Policy Clause ... has asked Jose Picart and Tracey Ray to continue working on it. Dr S. spoke and said that Eveyln Reiman has been charged to pull together a group to address this policy.  Said that no symbols of hate will be tolerated.  Has asked a trustee to hold him accountable to this.

·         Tuition Cap (what does he think will happen when the 4 year guarantee cap runs out) … JLO recommended a 3% and 6.5% increase for next year … the BOG will debate it next month.  Erskine has continued to identify himself as a “low T & F man.”  Shared that UNC asking for a 0% increase was “spin” as they were eligible to ask for … a 0% increase.  He will ask for reasonable salary increases for faculty and staff.  Said he doesn’t know what will happen when the 4-year cycle is up … but thinks it will be very similar to the current policy.

·         What issues can the Senate have a tangible impact on? Campus safety, energy conservation, free expression tunnel, Hillsborough Street revitalization / round-a-bouts, reminded them that they represent the university everywhere … encouraged them to creative and rep. the university well. Said he’s proud to be there Chancellor.

·         Took a few quick audience questions – my pack portal, campus wide activities calendar, Dix 306, SORC office services (wants to see expanded staff to help advise the 500 clubs on campus – JLO said that CSLEPS, Clubs, Honoraries, etc. student leadership beyond the major is a focus for the university and very important and one of the top 5 priorities, Dr. Stafford said he agrees but that the challenge is resources to support growth – it would have to be a student fee and that he’d be glad to expand services if a fee was approved), question about new dining service when Talley is renovated – Dr. S. said it would include expansion, invited to Camp Out next week, brought t-shirts for everyone advertising Wolf Alert … asked students to wear them to help get the word out.

·         Miss Kim Moser, Executive Secretary - SudanCan Concert

o       Major recording artist is going to play on campus in April … needs volunteers to work the event – will send an email with more info to the list serve.  Working with sudan.com & Coke … might be DMB … Kanye is also on the list.

·         Seth Palmer - ASG update … a lot of bills were passed / very productive meeting.  1 items was a Town Gown summit to discuss issues, Greg was elected speaker of the general assembly.

Reports of the Student Body Officers

·         Mr. Lock Whiteside, Student Chief Justice – Recruitments process is over.  15 people will be interviewed for 9 spots on the J-Board. They will be participating in Relay for Life as a group … invited others to join their team.  Said his heart is heavy because David Foxx is resigning.

·         Mr. Dave Foxx, Student Body Treasurer – Appropriations training planned and budget reallocation was discussed, next year’s budget has been drafted and is on 1st reading, held a transition meeting with Jason Smith who is replacing him.  Budget was placed on the agenda

·         Mr. Bobby Mills, Student Body President – Talked briefly about the university’s 3 year calendar, Krispy Kreme Challenge, Hillsborough Street – working on getting the street closed for 2008 – next step is to meet with the city planner, CSPAN is coming to campus 2/14 with a “presidential bus” – email Greg or Bobby to help, asked students to play along with the “cheer sheets” (?) in seats during the WFU game.

·         Mr. Mike Alston, Student Senate President Pro Tempore – on line appropriation system will close Sat. night at midnight and senator sponsorship assignments will be made on Sunday.

·         T. Greg Doucette, Student Senate President – invited Senators to come to the BOG meeting as the tuition and fee increase proposals will be invited on (?? 3rd week of Feb. ??)

 

Reports of Senate Standing Committee

·         Committee on Academics; Senator Joyner, Chairman – Going to the calendaring meeting to advocate for changes in the reading days policy.  Putting together an on-line survey and brickyard survey’s … Louis Hunt has said faculty don’t care either way.  Bobby and she also met with Louis about “block” scheduling (like Duke) and more Mon/Wed classes.

·         Committee on Campus Community; Senator Dawkins, Chairman – Camp Out will be on Lee Field.  Also announced community service / volunteer events

·         Committee on Finance; Senator Smith, Chairman – Spoke with Bobby’s executive staff about reallocation of Cira’s salary line item.  Updated the budget that David Foxx submitted – asked everyone to look at it closely when they get the next copy.

·         Committee on University Affairs; Senator Webb, Chairman – discussed the RIAA download rate.

·      GB73, Ballot Revision Act – wants to add a photograph of each candidate to the ballot.  Debate had two specific points of view … for it so that people can identify candidates they know by face and not name, and against it because they are afraid that students will stereotype based on looks and race to drive how students vote.
