Second Reading
of Legislation
·
R82, Tax Free Textbooks Act (Lal, et
al) (postponed from 02/27/08 meeting)
o
Committee Report/Sponsor Report: Senator
Lassiter: The
committee really liked this bill. We are simply reintroducing this bill in
hopes that it will be accepted. Some voiced concerns that this was not the way
to go. However, this bill does not mean that this is the only thing that can be
done to relieve some of the strains. The committee simply believes that this
would help as a start.
o
Positive Debate: Senator Donnelly: NC State is such as large
university that a rental system would never work. Therefore, if we were to buy
into a rental system our text books would not be current and up to date. Right
now this is the only feasible way to cut the cost immediately.
o
Negative Debate: Senator Joyner: The problem that the GA
had with it last year was how much it was going to cost the state. I think we
need to look at a way to offset those costs. I think we should look into moving the tax
free weekend and trying to push back the cap for the amount on the textbooks.
o
Positive Debate: Senator Lassiter: 4 million dollars from the
State of North Carolina
is a drop in the hat to there billion dollar budget. If they won’t give us that
to better our education then that is sad. We need to ask for what we really
want not just settle for something less.
o
Negative Debate: Senator Donnelly: Amber does raise a very
good point. I do not think it is our place to decide what is good for North Carolina’s budget.
I think it is better for us to amend this bill with solutions that would
actually be taken seriously.
o
Positive Debate: Ben Mazur: It is not that we are
taking 4 million dollars away from North Carolina it’s just that they are not
taking it in from our taxes.
o
Negative Debate: Senator Cioffi: I just wanted to raise the
question are we going to ask the legislators something that they have already
said no to or are we going to write another bill to ask for something they may
consider. We should not blow this bill out of proportion.
o
Positive: Senator Lassiter: I just wanted to point out
that the GA voted in favor of supporting tax free textbooks, but it simply did
not go through. I have heard so much about Seth Palmers interest in this bill, but
he has not been here to formally present these ideas.
o
Negative Debate: Senator Barnes: If we take away the tax
money generated it has to come from somewhere. It could increase tuition costs,
fees, or anything else to offset loses.
o
Positive Debate: Senator Rogers: I think that before we
step down from this bill we at least need to see where it would go if passed.
o
Positive Debate: Senator Barnes: I do support tax free text
books, but we need to find something to make this option more feasible to
support our educational needs.
ROLL CALL VOTE:
There were
thirty-one (31) Senators (Adonis, Alston, P. Barnes, Burrell, Chen,
Cioffi, Cooper, Joseph Davis, Dawkins, Demanovich, Donnelly, Dunstan, Ellis, Gannon,
Gomez, Howard, Lassiter, Lindh, Miller, K. Mills, Murphy, Parnell, Phelps, Rogers,
Roscoe, Rose, Stewart, Trickel, K. Vaughn, Webb, Womack) voting in the affirmative.
There were three (3) Senators (A. Davis, Joyner, Poteat) voting in the negative.
There were four (4) Senators (Briggs, Chiang, Robinson, Simon) present but not voting.
There were twenty-four (24) Senators (Beam, Carter, Jimmy Davis, Douglas, Elkins,
Friel, Hook, Jajoo, Lal, Lampe, Lindsay, Lumpkin, McCullough, Monk, Musick, Perry,
M. Potter, Price, Pridgen, Pye, Schweitzer, K. Smith, Storm, Udyavar) absent.
A quorum was present.
The motion to adopt R 82, Tax Free Textbooks, requiring majority approval for
adoption, was adopted by a margin of 31-3.
Bill passes
·
R81, Oblinger
Commendation Act (Lassiter)
Committee Report/Sponsors Report: Senator Lassiter: I just think that this would be a nice bill to
commend the Chancellor for his request for amount of tuition increase.
Consent-bill passes
·
R66, Dix 306 Support Act (Compton, et al) (pending
committee discharge)
Senator Alston: moves to discharge R66
from public affairs: passes.
Sponsors Report: Senator Alston: This bill has been in
committee for a while and they have not done anything with it. I do not think
it is very controversial. If there are any questions please let me know.
Consent called and objected to.
Positive Debate: Senator Webb:
I hope that you guys
will support this bill we need this green space.
Negative Debate: Proxy Mazur: I do not think that Raleigh is a destination
city that would be worth spending this much money on this city for a park.
Positive Debate: Senator Dunstan: Being from Raleigh,
in high school we used this park for Cross Country and I am sure several people
get use out of this park.
Negative Debate: Proxy Mazur:
I understand your concerns, but a destination park is not the same thing. It is
support to attract tourists. I do not think it is currently needed.
Positive Debate: Senator
Cioffi: When I was a
younger kid, I used to play soccer at this park. I think that it needs to be
preserved. It does not matter if it is a destination park or simply what it is.
We do not need to lose this wonderful space.
Negative Debate: Senator Joyner: I think we need to
consider how close that park is to our University. It may need to be
contributed to space for our University to expand in.
Positive Debate: Senator Lassiter: I do not care what you
call this park. Land is disappearing around the country. Anytime there is a
chance to maintain land to serve people I think it is great and needs to be
encouraged. This is a great piece of legislation.
Positive Debate: Senator Alston: I think that one of the
things that need to be considered is the quality of life around Raleigh. We need this spaces for people to go relax in.
Negative Debate: Senator Joyner: I yield my time to Ben
Mazur.
Ben Mazur: I believe that the park
needs to be used for those in the community. However, I do not think it needs
to be a destination park. I see it belonging only to North Carolina not to the rest of the
country.
Consent called-passes
