Consent Agenda
·
R71, Information Technology Renewal Act
(Webb)-passes by consent
Legislation placed on the consent agenda is considered
adopted by consent unless objected to by at least five (5) Senators.
First Reading
of Legislation
·
GB105, Standard Elections Act (Joyner)-referred
to Government Operations Committee
·
SR107, Adjournment Sine Die
(Webb)-referred to Government Operations Committee
Second Reading
of Legislation
·
GB96, Automatic Veto Override Act
(Joyner)
·
Committee Report: Senator Rogers: We thought this was a
great bill. We just fixed some wording issues.
·
Sponsors Report: Senator Joyner: This makes the override
only being able to be used on issues we feel extremely strong about.
·
Positive Debate: Senator Rogers: I understand using the
override for time sensitive issues, but I feel like this session we have been
using it this session frivolously.
·
Positive Debate: Senator Cioffi: This bill is going to be
positive because it discusses being able to have a positive check and balance
on our current system.
·
Negative Debate: Senator Barnes: I could see the point
where this is being made, but I do not think we need to increase the percentage
that must approve to override. I feel that this bill did not need to be written
because it deals too much with issues inside SG.
·
Positive Debate: Senator Trickle: I feel that overriding a
veto on our current system is not completely legal. This bill would have
language to justify that.
Consent on bill called-passes
Motion to withdraw GB 102
from committee
·
GB 102, Tier System Readjustment Act
·
Committee Report: Senator Rogers: We thought this will was good, we just never got to vote on it in committee.
·
Sponsor Report: Senator Barnes: This will add a stipend
tier system to guide the pay of Student Government officials.
Amendment to remove Automatic Veto Override,
about automatic veto override
Debate on Amendment:
Positive Debate: Senator Trickle: This amendment was going
to be passed in committee, but we went to Public Affairs committee because no
one was there. If Bobby does not sign it the bill will still be enacted.
Negative Debate: Senator Barnes: This is a time sensitive issue, so I feel
that the Automatic Veto Override is needed.
Positive Debate: Senator Rogers: There has been no communication with the Executive
board about this issue so I feel that it needs to be discussed instead of
adding a automatic veto override.
Negative Debate: Senator Roscoe: While I do agree with Rogers on that issue. I feel that this is
time sensitive and we need it dealt with now for finance meetings.
Previous Question Called on Amendment-passes
Amendment PASSES
Motion to strike line 34
Debate on Amendment:
Positive Debate: Proxy Mazur: I turned down a good
paying job to take this position. I feel that I need a stipend to offset my
financial burden.
Negative Debate: Senator Barnes: Student body positions are not supposed to be
jobs. Officers are given stipends to help offset their expenses.
Positive Debate: Proxy Mazur: I feel that my platform is very solid on what I plan
on doing next year. There is no stipend or any pot of money at my expense that
I can use to help with my position.
Negative Debate: Senator Joyner: Basically what we have is a position that is
going to be up to Ben to be what it is going to be. I understand his situation,
but if he needs to claim expenses for SG he could work with the finance
committee on a case by case basis.
Positive Debate: Treasurer Smith: I feel that this is important to be in
support of this amendment because it allows the finance committee to be able to
consider given him some type of financial support.
Negative Debate: Senator Donnelly: I understand your
financial situations, but I feel that a lot of jobs for the student body
require a lot of work. Most committee chairman don’t
get any type of stipends.
Vote on Amendment: FAILS
Amendment to strike upon its enrollment add
insert sine die 88th session it will be enrolled.
Positive Debate: Senator Barnes: I introduced this
amendment so people that are already elected into positions won’t be for this
bill simply because it would give them pay raises. Also, this will make it not
a time sensitive issue for the budget.
Negative Debate: Senator Lassiter: I feel these changes need
to be given prior to the 88th session because there are several under
paid positions.
Positive Debate: Senator Emeritus Compton: When we removed the veto
override, this is the next best option to keep the budget correct without
messing up and having to reallocate student fee money. As the budget stands now,
no budgets will be changing. The budget could be ruled out of order if
Negative Debate: Senator Roscoe: If the student body president does not sign
this we are in the same place as we were before. I do not see the need for this
additional amendment.
Positive Debate: Senator Emeritus Compton: I have personally tried to
contact Mills about getting legislation enrolled. It does not work. Generally
it is an easy thing, but no this the SBP. Without the veto override this will
make it where the budget will have to be run done fully next session.
Negative Debate: Senator Trickle: I feel we need to continue with the bill as
we have it. We must continue to try communication first.
Positive Debate: Senator Barnes: The finance committee is going to have to do
two budgets. One if the bill is passes and one if it isn’t; that is a lot of
extra work on the committee. There is an issue about where you are taking the
money and filling other allocation. It is not good business to be dealing with
what ifs and maybes.
PREVIOUS QUESTION CALLED-passes

Amendment to reinsert section two that changes

Debate on Bill:
Consent called-passes

R104, Judaic Studies Recommendation
Act (Dawkins, et al) (pending committee discharge)-withdrawn
·
Committee Report: Senator Joyner: We did not
have quorum for our last meeting, but there was no controversy over the bill.
Yield to Ben Mazur.
·
Mazur: There has been a large push for Judaic
studies. There is a big gap in the lack of studies in the religion department
on this aspect. Students of multiple/ no faith would be interested in taking
these studies.
·
Sponsors Report: Senator Dawkins: I think Ben said it all I
hope everyone supports the bill.
Consent called-passes.
