Miller, K. Mills, Murphy, Parnell, Perry, Phelps, Poteat, Price, Robinson, Rogers,
Roscoe, Simon, K. Smith, Stewart, Webb, Womack) present. There were also two (2)
non-voting members (Doucette, J. Smith) present.
 
There were twenty-two (22) Senators (Alston, Beam, Chen, Cioffi, Cooper, Jimmy
Davis, Elkins, Gomez, Jajoo, Joyner, Lal, Monk, Musick, M. Potter, Pridgen, Pye,
Rose, Schweitzer, Storm, Trickel, Udyavar, K. Vaughn) absent. There was also one (1)
non-voting member (Dimond) absent.

Reports of the Student Body Officers

·      Mr. Lock Whiteside, Student Chief Justice

o       New folks have been observing hearings for Judicial Board

o       I would like to say at this point I do not support the next Budget cycle. The Judicial board did not receive a fair amount of money. I cannot support this budget. We need adequate funding so we can prevent students from having to come before the board.

o       I would like to thank you all for allowing me to serve you this year as Treasurer

Reports of Senate Standing Committees

·      Committee on Academics; Senator Joyner, Chairman

o       Went to symposium for Interdisciplinary Courses, there is a lot of tension there so I hope people will continue with this endeavor next session

·      Committee on Campus Community; Senator Dawkins, Chairman

o       Met last week made up a ticketing survey to address and figure out what the issues were

o       Bill tonight sponsored by Senator Ellis I urge you to pass that bill

o       Please sign up for Relay for Life

 

 

·      Committee on Finance; Senator Barnes, Chairman

o       Wait until Budget comes up

·      Committee on Government Operations; Senator Rogers, Chairman

o       We met to write the adjournment bill please look through it

o       We also passed GB 105 its really good bill

·      Committee on Tuition & Fees; Senator Lassiter, Chairman

o       Its been a pleasure serving with those on my committee this semester

o       I appreciate all the bills you passed from my committee this session

·      R75, Comprehensive Building Abbreviations Clarification Act (Webb)

o       Committee Report: Senator Webb: Basically is talking about clarifying what building your classes are in on your schedules instead of using unclear abbreviations.

Consent Called-Passes

·      FB80, 2008-2009 Budget Act (Barnes, et al)

o       Committee Report: Senator Barnes: We worked on this Budget for about a month and a half. I would strongly advise against actually changing the budget. If you cared about it that much you would have attended the meetings.

 

Debate on Bill:

Positive: Senator Lassiter: I just want to say that Finance worked really hard on this bill. I feel that we really have to think about what we are changing. I encourage you to simply give the bill a up or down not try to change it.

Motion to take line 804-reduce to $500 dollars and place funds in Spring Appropriations line 1402

Debate on Amendment:

Positive Senator Donnelly: I just feel that the money going to Judicial Board is not being used fully for the students. I don’t care where the $300 dollars go. I just feel that the student fees are being used adequately.

Negative Senator Lassiter: I just want to stress that this bill was not written on a whim. I feel that it needs to be kept as it was.

Positive Senator Donnelly: I am not trying to do anything negative toward Lock, but the budget allocated to them just does not make sense if they are not using it.

Negative Senator Barnes: I just want to say that you need to really think about what you are taking money away from it. You are going to limit what the Judicial board can do in the future.

The motion to adopt FB 80, 2008-2009 Budget Act, requiring support of a simple
majority present and voting for adoption, was adopted by a margin of 39-2.

 

Bill Passes

·      R98, Student Ticketing Upgrade Act (Ellis)

o       Committee Report: Senator Dawkins: Senator Ellis really took the lead in pointing out some specific issues regarding ticketing. It points out a lot of things we would like to see changed.

o       Sponsor Report/Positive Debate: Senator Ellis: I recommend passing this bill because really with it we are calling for student input with this bill.

Senator Dawkins: Amendment to add a Resolved Claus that states the Treasurer is authorized to suspend $900 from 1401 for a Campout System Upgrade.

o                   Negative Senator Lassiter: It seems to me we could do this without spending any money. We just need to include a disclaimer saying that it is on a first come first serve basis.

o                   Positive Senator Barnes: Yield to Compton. Compton: Unless you want to do everything by hand the system does not work. The entire system needs an upgrade. Go out and find any other computer programmer that would do it for any cheaper. There is also a possibility that our Campout system currently is going to crash in the future.

o                   Negative Senator Joyner: I just have a problem with what line item the money is coming out of. We turned away many groups away from Appropriation money. There is no reason we should tell organizations that we don’t have money if we have $900 to throw at an upgrade.

o                   Positive Senator Donnelly: While I agree with Senator Joyner, I just feel that this fixing of the software for campout would benefit the students in the long run.

o                   Negative Pro Tem Alston: I just feel that if you sign up and you’re not in the first 2000 then you cannot campout. It is simple as that. I think we should try to figure something out with this next year not just rushing into this with the current session.

o                   Positive Senator Barnes: We have to spend our money every year. When we do not spend all our money over the entire year, it means that we are not doing our jobs. Every Senator in this room has the opportunity to write a bill to give money to something they believe that it is important. If we continue to roll money over year after year the University is going to take away the Student Government fee away from us.

o                   Negative Senator Lassiter: I just wanted to say that I don’t think that a $900 budgetary surplus is going to bother anyone. I do not like the fact that the amendment is just thrown on at the end of this session. If this is really important it can be brought back up next session. We have a long time before next campout.

o                   Positive Senator Dawkins: I think Lassiter does have some very valid points, but I feel that our disagreements are simply because it is expensive and some people wonder if it is even needed. I feel that it is very necessary because of all the problems I saw with last campout.

o                   Negative Senator Joyner: I am not against this upgrade; I am simply against the line item that it is coming out of. The revolving technology line item is where this should come from.

o       Sponsor Report: Senator Joyner: This bill just makes special elections/voting session only one day as well.

o       Committee Report: Senator Rogers: We went through and did this is as close to chronological order as we could. If there is anything that is not in there please let us know. We spent a while on it and it is totally non controversial. If you would like any wording changed let me know that as well.

o       Committee Report/Sponsor Report: Senator Webb: This would use some of the ETF fee to increase the file space for students.

o       Committee Report/Sponsor Report: Senator Webb: Last Senate meeting we voted on Susan Nutter to be the recipient for this award. Her accomplishments are within the bill.

o       I want to go to work for you in Washington

o       I was the first member of my family to graduate from College

o       I have done many things in life that have brought me to this pathway in life.

o       I am running for office because I want to restore the term public servant. I want to be somebody who goes to Washington to get things done. I am not a professional politician. However, I have a wealth of experiences in my life that give me a defining set of values and knowledge that will benefit us. Nobody asked me or paid me do this race. I am putting my own blood, sweat, and tears into this campaign.

o       One of the most important things you can do as a Senator is simply to listen. Without listening you cannot possible represent anyone without listening to them first.

Senator Poteat: I just wanted to say you all have made this year very fun and hell at the same time.

Senator Barnes: I just wanted to thank everyone. It’s been a great year. I enjoyed working with everyone.

Senator Joyner: I feel this year I have been very negative whenever I have spoken in Senate this year. However, I just wanted to let you know I do think we have done some great things this year.
