GOVERNMENT BILL 52

Senator Erich M. Fabricius submitted the following report regarding Government Bill 52, "An Act to Refine the Suspension of the Senate Rules", on Sunday, April 1, 2001, on behalf of the Government Operations Committee, and pursuent to its March 26, 2001 recommendations, by unamimous consent:

Attendance:

There were six (6) Senators (Burgess-Ford, Carlson, Davis, Denton, Engler, Fabricius.) present;

There were three (3) Senators (Brown, Mangum, Mcilmail.) absent;

A quorum was present.

Purpose of the Legislation:

The Rules Suspension Act protects rules concerning basic rights from suspension. The language is similar to the more restrictive suspension of rules regualtions contained with robert's rules of order, newly revised.

Debate:

The committee was concerned that this rule was up to too much intrepretation what a basic right was. There were also concerns that the bill was too minor to take time explaining.

Recommendations:

The commmittee on Government Operations makes no recommendation concerning the Rules Suspension Act.
