SENATE RESOLUTION 80

Senator Erich M. Fabricius submitted the following report regarding Senate Resolution 80, "An Act to Censure Senator Brannon on Charges of Excessive Absences", on Monday, March 18, 2002, on behalf of the Government Operations Committee, and pursuant to its March 6, 2002 recommendations, with 4 members voting in the affirmative and 0 in the negative:

As provided by Senate Rule 12(b), the committee requests that the Senate President place Senate Resolution 80 on the calendar for second reading.

Attendance:

There were seven (7) Senators (Denton, Fabricius, Joyner, Mangum, Tatum, White, Wright) present;

There are one (1) Senator (Brown) absent;

A quorum was present.

Purpose of the Legislation:

The Brannon Censure charges that Sen. Brannon has missed an excessive number of absences and should be strongly formally repremanded.

Background Information:

The Standing Committee on Government Operations found Sen. Brannon's absences excessive at its February 20th 2002 meeting. The committee recommend that a bill of charges in the form of a resolution of censure be drafted and introduced.

Debate:

The committee affirmed its eariler findings.

Recommendations:

The Committee recommends that the Senate consider the Brannon Censure, SR 80.

Committee Amendments:

There where no amendments.
