APPROPRIATIONS BILL 88

Senator Jonathan Ducote' submitted the following report regarding Appropriations Bill 88, "A bill to be entitled an act to establish the student body budget for the 2002-2003 academic year", on Tuesday, April 2, 2002, on behalf of the Select Budget Committee, and pursuant to its April 2, 2002 recommendations, by general consent:

As provided by Senate Rule 12(b), the committee requests that the Senate President place Appropriations Bill 88 on the calendar for second reading.

Attendance:

There were eight (8) Senators (Devore, Ducote', Fabricius, Frazier, Wells, Wilmoth, Wright, Zeigler) present;

There were zero (0) Senators absent;

A quorum was present.

Purpose of the Legislation:

To provide the Student Government budget for the 2002-2003 Academic Year at the North Carolina State Univeristy

Background Information:

Budgets are used to properly allocate funding for projects and programs pertinent to the mission of Student Government

Debate:

Debate related to actual line items, and the effectivness of that line item in relation to NCSU-SG's mission.

Recommendations:

The committee advises the senate to pass this bill by consent with the proposed amendments intact.

Committee Amendments:

1. $100.00 (one hundred United States Dollars (USD)) be removed from line item two zero one (201), the Executive Staff of the Student Body President
2. $100.00 (one hundred USD) be added to line item four zero one (401), the Executive Assistant to the Chief Justice
3. That line item nine zero five (905), the Outstanding Person Program, be struck altogether
4. $500.00 (five hundred USD) be removed from line item one zero zero one, Wolf Aides Leadership Development Program
5. That line item one zero zero four (1004), UNC ASG Dues be struck altogether
6. $1,000.00 (one-thousand USD) be added to line item one one zero one (1001), Fall Disbursement
7. $1,000.00 (one-thousand USD) be added to line item one one zero two (1002), Spring Disbursement
8. $500.00 (five hundred USD) be added to line item one two zero one (1201), Election Supplies and Publicity, contingent upon a five percent (5%) to ten percent (5%) increase in voter turn out of the 2002 Student Body elections.
9. The amount of $1250.00 (one-thousand two hundred and fifty USD) or $1750.00 (one-thousand seven hundred and fifty USD) be added to the Unencumbered Balance
