RESOLUTION 76
Senator Jeffrey Cover Ennis submitted the following report regarding Resolution 76, "An Act Calling Upon the NCSU Department of Transportation to Rescind the Requirement of Pre-Payment of Parking Citations Before Appeal", on Wendesday, March 6, 2002, on behalf of the University Affairs Committee, and pursuant to its March 6, 2002 recommendations, by general consent:
As provided by Senate Rule 12(b), the committee requests that the Senate President place Resolution 76 on the calendar for second reading.
There were six (6) Senators (Carty, Ennis, Holloman, Phillips, Wells, Wilmoth) present;
There were two (2) Senators (Flowers, Pedraza) absent;
A quorum was present.
To petition the North Carolina State University Department of Transportation to change its policy regarding the payment of parking fines before an appeal can be filed.
The North Carolina State University Department of Transportation requires people to pay the citation in full before an appeal may be filed.
There was little debate on the points of the bill among the University Affairs Committee, all three authors were present and we agreed to make a few fine adjustments to the bill.
The University Affairs Committee recommends that the Student Senate pass this resolution by unanimous consent and that it also be forwarded to the Faculty and Staff Senates.
The second resolved clause was split into two seperate clauses and amended such that the two new clauses read as follows:
"RESOLVED, that the North Carolina State University Student Senate strongly urges the North Carolina State University Department of Transportation to review and rescind the requirement that petitioners must pay their citations before the petition can be entertained, and be it further,
RESOLVED, that the North Carolina State University Student Senate urges the North Carolina State University Department of Transportation to adhere to section 5.7.3 of the Board of Trustees Parking and Transportation Policy, and be it further, "
