SENATE RESOLUTION 102

Mr. Gary Palin submitted the following report regarding Senate Resolution 102, "A Resolution To Be Entitled A Rule for the Consideration of Government Bill 79", on Tuesday, April 8th 2003, on behalf of the Committee on Rules, and pursuant to its Monday, April 7th 2003 recommendations, by general consent:

As provided by Senate Rule 14(b), the committee requests that the Senate President place Senate Resolution 102 on the calendar for second reading.

Attendance:

There were five (5) Members (Hutcherson, Palin, Pendergrass, Spencer, Tatum) present.

There were two (2) Members (Fabricius, Gray) absent.

A quorum was present.

Purpose of Legislation:

Provides for the consideration of the GB 79, the General Punitive Powers Act, at the meeting that this rule is adopted. Places consideration of GB 79 at the beginning of the Second Reading Period.

Background Information:

GB 79, the General Punitive Powers Act, is a bill that replaces the Punitive Powers with a comprehensive new set, providing clearer rights and responsibilities for all parties involved in punitive matters.

Recommendations:

The Committee on Rules recommends placing GB 79 on the calendar for second reading at the April 9, 2003 Student Senate meeting.
