GOVERNMENT BILL 76

Chairman Jeremy Spencer submitted the following report regarding Government Bill 76, "AN ACT TO REVISE THE STUDENT BODY ELECTIVE PROCESS", on Sunday, November 30th 2003, on behalf of the Government Operations Committee, and pursuant to its Monday, November 24th 2003 recommendations, by general consent:

As provided by Senate Rule 14(b), the committee requests that the Senate President place Government Bill 76 on the calendar for second reading.

Attendance:

There were three (3) Members (Matthews, Spencer, Warden) present.

There were two (2) Members (Giaquinto, Lewis) absent.

A quorum was present.

The following officials were also present: Fabricius, Hutcherson, Tatum

Purpose of Legislation:

To reform the rules governing student body elections.

Debate:

There was a considerable amount of debate over campaigning in unity labs, over use of university resources, and over spending limits on individual items. Ammendments were made regarding the last two.

Recommendations:

The committee recommends the Senate consider the bill.

Committee Amendments:

Struck line 331, removing the limit on individual items distributed.

Inserted, at the end of section 19: "No candidate shall make use of a university supply unless that same use is allowed to all other candidates in the same race.
