APPROPRIATIONS BILL 164

Chairman Mark Matthews submitted the following report regarding Appropriations Bill 164, "2004 - 2005 Budget Act", on Monday, April 12th 2004, on behalf of the Committee on the Budget, and pursuant to its Sunday, April 11th 2004 recommendations:

As provided by Senate Rule 14(b), the committee requests that the Senate President place Appropriations Bill 164 on the calendar for second reading.

Attendance:

There were seven (7) Members (Efe, Lester, Matthews, Reese, Spencer, Stephenson, Toms) present.

There were two (2) Members (Dworkin, White) absent.

A quorum was present.

The following officials were also present: Fabricius, Hinton, Lam, Ortega, Hyde, Palin, Mital Patel, Tharpe

Purpose of Legislation:

Sets Budget for 2004-2005 Session

Debate:

Amendment 1 (Spencer):
Strike 201 - 207, 303 - 308, 402.
Spencer Amendment 1 passes.

Amendment 2 (Spencer):
Amend 209 to $600
Stephenson offers friendly to $500
Spencer objects.

Debate on Spencer Amendment:
Lester friendly amend to $400
Friendly agreed to.
Spencer amendment passes by consent.

Spencer amendment 3:
Amend 1004 to $600.
Lester friendly: change to $500.
Friendly agreed to.
Spencer amendment passes by consent.

Spencer amendment 4:
Amend 1006 to $250.
Stephenson objects.
Matthews moves to amend $250 to $300. Amendment pases by voice vote.
Spencer amendment w/ Matthews amendment passes by 3-2-1.

Hinton Amendment 1:
Amend 901 to $2,000 (from $1000)
Amendment fails.

Reese Amendment 1:
Amend 1007 from $500 to $700.
Lester friendly: change title
"Wolfpack Student Initiative Commission Operating Budget"
Friendly is agreed to.
Reese amendment passes by consent.

Lester friendly: change 903 to read "Homecoming - For Student Organized Programs"
Fabricius friendly: change that to "Homecoming - For Student Targeted and Organized Programs"

Lester Amendment 2: change 104 from $2,200 to $2,600.
Sen. Efe moves previous question. Lester seconds. Motion passes.
Amendment ties 3-3-0, so motion fails.

Chair asks consent to amend each 800-line item by adding $500. Consent not objected to.

Sen. Reese moves to amend 101 to $3800 to $4000. No objection to question. Motion fails 2-4-0.

Treas. Lester updates the FTE figure to 24,400 (from 23,500) so that fee revenue stands at $215,940.

Mital wants to add more money to retreat. Matthews moves to separate line item 1103 to separate the retreat into two line items, 1103A and 1103B, to fund the senate and exec. retreats respectively. Motion fails.

Lester moves to amend 1103 to change to $1000. Lester moves the previous question, Reese seconds. The motion of previous question is carried. Lester Amendment on 1103 passes 4-2-0.

Erich moves to report the budget as so amended. Passes by consent.

Lester asks leave of the committee to perform mathematical corrections. Leave granted.

Recommendations:

Committee recommends adoption of AB 164
