PROGRAM BILL 141

Chairman Erich M. Fabricius submitted the following report regarding Program Bill 141, "AN ACT TO ALLOCATE FUNDING TO THE NCSU SENOR CLASS COUNCIL FOR THE PURPOSE OF HOLDING AN ON CAMPUS CONCERT COINCIDING WITH THE SPRING 2006 HILLSBOROUGH STREET HIKE", to the Student Senate on Saturday, April 1st 2006, on behalf of the Finance Committee, and pursuant to its Wednesday, March 29th 2006 recommendations:

As provided by Senate Rule, the committee requests that the Senate President place Program Bill 141, on the calendar for second reading.

Attendance:

There were five (5) members (Douglas, Fabricius, Moye, Saunders, Sawrey) present. There was also one (1) non-voting member (Toms) present.

There were two (2) members (Sevits, J. Washington) absent. There was also one (1) suspended member (Mckethan) absent.

The following officials were also present: Compton, Griggs, F. Hinton, Walton, Yasin.

A quorum was present.

Purpose of Legislation:

The Hillsborough Street Concert Act appropriates money from the appropriated projects and initiatives fund to support a concert planned to coincide with the traditional "Hillsborough Hike". The Senior Class Council, with assistance from the Hillsborough Commission, is organizing this event.

Debate:

Mr. Olu Orelaja and Mr. Gene Summey represented the project organizers. Committee members were supportive of the idea, but were concerned about the finalization of a band.

Recommendations:

The committee recommends the Hillsborough Street Concert Act to the Senate, with its support contingent on an event organizer being present at the Senate meeting with more information and a budget, as well as names of bands and the financial specifics of securing their performance.

Committee Amendments:

The committee amended the bill to reflect the maximum amount available in line-item 1401, $1650.09
