Committee Minutes, Monday, February 20th 2006

Secretary Sara Yasin submitted the following report to the Student Senate on Tuesday, February 21st 2006, on behalf of the Committee on Appropriations, and pursuant to its Monday, February 20th 2006 recommendations:

Attendance:

There were nine (9) members (Barnes, Compton, Gula, Hutcherson, Mickey, Miller, R. Smith, Walton, Yasin) present. There was also one (1) non-voting member (Toms) present.

There were no members absent.

The following officials were also present: Adams, Brannan, Hankins, F. Hinton, Lam, Sivakumar.

A quorum was present.

AR 39 Association for Computing Machinery

- Mainly feed them, have a raffle, tug of war, water balloons, give out awards to faculty and staff, outstanding student.
- Award is a plaque, give free stuff, gifts from corporations
- 200-300 participants, diverse participation
- Prioritize? How much food provided, awards- not negotiable, can’t change shelter reservation costs.
- received appropriations for programming competition
- Last week of dead week

AR 54 American Society for Agricultural Engineering
- Quarter tractors- North American competitions
- Trying to branch out to other majors, trying to enlarge, more campus interest
- Diverse range of help for students, major event
- First year (out of three), placed 24th out of 25 teams. Last year, 20th out of 24 teams pulled the sled but not as much as liked.
- Brings back to university, working on this is kind of like complete education from engineering stand point. Want to be innovative, pulling from many fields.
- When did event budget, did without putting in appropriations, yearly budget, based on numbers received in the past
- $ would go to parts, towards helping with purchasing of the engine
- The more worn the parts are, the more they need to replace them.

AR 55 American Society of Agricultural Engineers
- To assist going to regional rally, SE (pt of ASAE) go on tours at a different university each year
- NC State hosted last year, get to meet people from all sorts of different universities
- Different industries in different areas
- Great networking opportunity, well represented in executive body for past two years
- Prioritize? The tractor, over the conference- benefits more students, and university as a whole in the long run.
- Twelve people on trip not “chosen”, whoever wants to go, but not exact number, based on number that went last trip to Georgia.
- Regionals in Kentucky this year, the hotel that costs per night, set costs, the tax is “guesstimated”


AR 22 Zoology Graduate Student Association
- Opportunity zoology/botany dept to present results/ findings presentations for fifteen minutes, for grad students to learn about other research, evaluated by six faculty members
- Open to all
- Receive feedback
- Last year, fifteen grad students gave talks (research areas)
- Promotes departmental unity, and increases awareness
- 250 covers cost of decorations, gift for judges [who spend all day there], and printing costs- all important
- 15-17 students giving talks. 10 students for posters. Atleast 60 graduate students around the day, rotate in and out, undergraduates in and out as well (atleast 15) Faculty participates, either as judges or support (atleast 25 excluding judges)
- Any experience to give a presentation of research, getting feedback is good, less formal than national conference, really great to have experience before having to go to national conference and represent NC State.
- Prize money helped with going to conference

AR 24 Poultry Science Graduate Student Association
- Mainly composed of 18 active members out of 20-35 students, 18 graduate students, majority doctoral students.
- Focused towards education purposes, main approach is particularly to approach educational endeavors.
- Bringing in speaker (expert), to train future leaders of industry, in modern events/current issue
- Well known and respected person in poultry science and academic realm
- “Symbolic payment” gift certificate, can’t really formally pay them because is a small organization
- Request is for that, going to be advertising event all across campus
- Room can hold (Scott Hall 106), about sixty students, 30 individuals
- Money from department only comes if appropriation money comes through, will get department support
- Concept of match funding discussed
- Requesting $100

AR 02 Scholars Council
- 1777 dollars to match event budget
- 30 scholars plan events for scholars community and residents of Sullivan
- End of the year picnic, west campus, usually on Lee lot, last day of classes
- Normally have about 300 people come out ( a little low because of rain, last year)
- Interactive playground is a high priority

AR 49 Alpha Zeta
- Money for Ag awareness week, March 27-30, will be in brickyard
- WRAL, radio announcers, coming to event, to promote agriculture to college, from CALS point of view, promote it to people outside of CALS
- Tents, advertisements some of expenses
- Clubs and organizations, commodity groups from department of agriculture come and set up booths, or have pamphlets
- Diverse events
- Take traffic of the brickyard, starting a day earlier

AR 50 Alpha Zeta
- 15 members going
- Registration
- On-campus event higher priority, even though trip/travel is high benefit

AR 07 Packabelles
- Requesting funding for mastering CD
- Provide service all through out community, pro bono
- Non-profit, CD is in big demand, first in four years
- Last time asked for money, was start up funds
- Looking at base of 500 CD s
- Not supplemented by music department
- CD sales (#5) should not be there, event budget same as organization budget, which is why it looks “off”

AR 011 American Institute of Aeronautics and Astronatuics
- 95 members, 45 are active
- Help bring students into research & industry fields by bringing representatives, talks by faculty and representatives
- Help fund spring semester events, part is for yearly conference
- Have won competition, larger schools represented at conferences
- have to get plane in air to graduate (at banquent)
- Trying to get things from Talley before, didn’t work out so well
- No receipts for banner, because not purchased yet?
- Conference trip (showcase what is done at university to other schools can’t get money back from it)

AR 14 Delta Epsilon Chi
- Business organization, started out of college of education
- fifteen students [ growing as they go along]
- Business and marketing education
- expose members to different kinds of business
- Going to one of two state conferences, one in Florida, first event that would go to, allow them to compete against other students in those areas, networking opportunities, and recruiting
- Giving skills
- trying to prove independence
- 8 people who want to go, ten people maximum

AR 18 Aerial Robotics Club:
- 3000 dollars for expenses regarding computers that can do processing
- Proud of department and college, very integral part, come and see club (visiting faculty, etc.) meaningful
- Gets name of university out onto industry
- educational institutions, military, all looking at website, etc.
- Will last about 3 years

AR 19, 20, 21 Sigma Omicron Epsilon:
- SOE week, centered around founder’s day
- One of the guest speakers, Moccasin workshop, other speaker, dream-catcher workshop, table in brickyard
- 30-40 people for workshop, at least 50 people
- Reiterated fund-matching, could only fund up to 400

AR 43 Theta Nu Xi
- Money to go to conference, and also to go to sorority
- Chapter dues for 50 dollars
- 330 dollars from dues goes to National Chapter
- Asking for alumni events, or dues
- Event costs $260, could only fund 130, unless they fund more
- Not funding scholarship, certificates flyers, etc. can be funded
- Each date comes with certificate
- Expecting 200 dollars in donations

AR 35 Theta Nu Xi
- Scholarship based on essays and applications
- 20-30 people expected to attend
- In the past, less than ten applied
- National requirement
- Sisterhood type of event open to members and nonmembers

AR 40, Real Choices Club
- Build awareness of resources, awareness activities, trying to improve quality of life for all women on campus
- Just started in November, starting to build funds, plan on doing some more fundraisers, bring in a few speaker
- If put toward 600 (from donors), max can receive 600
- Interact with about 50 students, to speakers, hoping to train RD s and Ras
- Haven’t asked funding, didn’t get start up funds
- Now max of funding would be 900, because 300 would be added for start up funding
- Pro-Life organization that is non-sect, not affiliated with political party
Morgan noted that at the end of last semester we said that we are appropriation s committee we need to take it seriously, and they need to as well, we are babying them along, we have sponsoring senators, these things should be already taken care of.

AR 46 Wolfpack Motorsports:
- To participate in competition
- Priority list from overall budget, top priority - breaks and suspension components
- Getting cars completed is top priority
- 7 out of 140 at conference, has won a lot of prizes

AR 51 Group Fitness Demo Team:
- IDEA conference, biggest fitness expo
- Over 130 presenters

AR 57 Group Fitness Demo Team:
- Athletic Team Request
- Buy hats, etc.
- Prioritizing, biggest thing would really love to have funding for is the registration fee for the IDEA conference.

AR 61, 64 American Society of Mechanical engineers
- Largest engineering program on campus
- Teach how to interview, improve resume, and networking
- 150 members
- Leadership training younger students


AR 61, 63 American Society of Mechanical Engineers
- Recruiting underclassmen
- prioritizing between two requests, (both important), the egg drop is more important to fund, is on campus, the funding of the regionals would allow more students to go.
- Students selected to go on trip (executive leadership), then try to round up- hardly ever turn anyone away

AR 65 North Carolina Student Legislature
- successful this past semester
- fundraising, large concert
- Hope to be financially independent
- Unique debate type experience, accept alumni members now
- Put resolutions that passed into bill, is four day event
- Ask for additional 30 dollars, wasn’t expected

AR 72: Society of Automotive Engineers
- requested start-up funds last semester
- trip travel student design competition
- Other universities are compensated
- NC State produces good competent engineers
- 140 schools from over twenty companies
- About twenty alumni hired through the competition, in automotive field

AR 68: Compassion in Action
- Mission Mardi Gras, last part of “Phase One” of project
- Other organizations planning to attend
- Federal government not supplying federal aid to rebuild homes in New Orleans

AR 69: Sigma Chi Fraternity
- Dance competition, karaoke competition, bowling competition
- Trophy $125, t-shirts $144, 2219 total revenue included in what paying for events
- Didn’t budget in at the beginning of the year
- Is planned for February 25th, the committee must discuss it

AR 76 National Pan Hellenic Council
- Event open to all women on campus
- Three awards for outstanding women
- Appropriations can not fund food, or scholarships
- Fund matching

AR 86 NCSU Crew Team
- Asked for appropriations to fund safety
