APPROPRIATIONS BILL 112

Vice-chairman Erich M. Fabricius submitted the following report regarding Appropriations Bill 112, "AN ACT TO SET THE 2006-2007 STUDENT GOVERNMENT BUDGET ", to the Student Senate on Monday, March 20th 2006, on behalf of the Committee on the Budget, and pursuant to its Friday, March 17th 2006 recommendations:

As provided by Senate Rule, the committee requests that the Senate President place Appropriations Bill 112, on the calendar for second reading.

Attendance:

There were five (5) members (Adams, Fabricius, Griggs, Kelly, Saunders) present. There was also one (1) non-voting member (Toms) present.

There were two (2) members (Collins, Sawrey) absent.

The following official was also present: Sevits.

A quorum was present.

Purpose of Legislation:

The 2006-2007 Budget Act sets the budget for the fiscal year beginning in July 2006.

Background Information:

The committee met seven times before and after introduction of this legislation to discuss the budgetary needs of Student Government. These meetings included discussions with leaders of the executive and judicial branches, as well as SG advisors and individuals responsible for major programs under the budget.

Debate:

The committee discussed several line-items at length, including the Leader of the Pack program, the Leadershape program, the graduate advisor, and stipend levels for officials. The stipend structure was brought to a level consistent with the concurrently proposed Tier System Act.

Recommendations:

The committee recommends the act to the Senate.

Committee Amendments:

The committee adjusted lines 104, 105, 203, 204, 301, 806 (moved from 1001), 1202, 1401, and 1402. It added 1110 and reworked section 15. The budget is balanced with these amendments.
