GOVERNMENT BILL 83

Chairman Kelli Rogers submitted the following report regarding Government Bill 83, "A BILL TO BE ENTILED AN ACT THAT ALLOWS THE SENDING OF BULK EMAILS TO ALL NC STATE STUDENTS THAT WILL INFORM OF IMPORTANT STUDENT VOTING DAYS", to the Student Senate on Tuesday, February 26th 2008, on behalf of the Government Operations Committee, and pursuant to its Sunday, February 24th 2008 recommendations, by general consent:

As provided by Senate Rule, the committee requests that the Senate President place Government Bill 83, on the calendar for second reading.

Attendance:

There were three (3) members (Gannon, Phelps, Rogers) present.

There were two (2) members (Burrell, Cioffi) absent.

The following officials were also present: P. Barnes, Compton, Joseph Davis, Rose.

A quorum was present.

Purpose of Legislation:

This legislation gives approval for an e-mail to be sent out to all students on the day of the spring elections of this year, notifying them of the election and providing them with a direct link to vote.ncsu.edu

Background Information:

Kelly Hook stated that she had been in communication with the appropriate people and that they have already agreed to send out an e-mail unless she notifies them otherwise after the vote on this bill.

Debate:

There was concern brought up for the "random factor" that it would add to vote in the elections. In other words you would have an increased number of uneducated voters casting a ballot in the election. The amendment that we made which is explained below, will hopefully help to displace some of the "random factor"

Committee Amendments:

An amendment was made to the bill making it so that a link will also be provided in the e-mail to a page with information about all the candidates (provided by the candidates every year to the elections commission). The amendment was made within the text of the e-mail as well as in the text of the bill through the creation of a new Resolved clause stating that the elections commission shall provide and html version of the document to the webmaster.
