Committee Minutes, Wednesday, September 30th 2009
Senator Stephen Kouba, Jr submitted the following report to the Student Senate on Monday, October 5th 2009, on behalf of the University Affairs Committee, and pursuant to its Wednesday, September 30th 2009 recommendations:
There were four (4) members (Clark, Dussek, Kouba, Maryman) present.
There were no members absent.
The following officials were also present: Lindh, E. Tucker, Walsh.
A quorum was present.
University Affairs 9/30/09

Called to order: 7:30pm, quorum present
Lahti: Transportation/Parking Changes
ES King parked affected – stuck taking the bus, now can’t park on Centennial
previous was ok but now only P permit (double the cost, but the same bus, same timing of enforcement)
service has been significantly cut back
Wolf Village affected as well
just across the street – you can get any sticker but now only P
used to have EC sticker – could park at Centennial, Wolf Village, ES King and Greek)
problem > Centennial parking is lost, except a very remote lot
Dining:
New chairs/tables in Clark – PO just in system Monday
by end of the semester will have 44 chairs
Avent Ferry – restricted from eating at Case in morning even though it’s the closest
Case is small – only 110-112 seats
once only athletic dining hall operated by athletic department
Classification of “Central Campus”
Housing and Dining classify differently
Housing: Wood/Avent Ferry aren’t in it
about 470 people have a meal plan in Wood
Case already has 560 people at lunch (10:30am – 4pm)
Wood would tip the number over
Possible Solution:
Possibility of cutting back Case to add Wood and Avent Ferry
maybe we could take a breakfast poll at Wood
Possibly try allowing at breakfast for a few weeks
What to do for Wood?
make a different policy for next year
it could start next semester but consensus was next year
Compromise:
allow more people to eat at breakfast
would ease some tensions
Equivalency Rates
for the unlimited meal plan – one can do the equivalency once per time period and then use the dining hall unlimited during the meal period
only equivalency has restrictions, dining halls don’t
Board Bucks have no rules

Atrium
How Dining Raises Money:
they get little spaces – Park Shops, Nelson, etc
save their money
Possibility of keeping the Atrium open longer after the Hillsborough Street renovations are completed
Talley service will help relieve some overcrowding
money spent on Talley and Atrium (by Dining) may be overspending
Centennial won’t pay for itself
talk of outside business and a town square feel – businesses won’t want because of atypical prime hours (no nights/weekends)
referendum – if students vote for Talley – it will help Dining pay for Centennial
Concepts of Atrium
new bathrooms, smaller bookstore
getting rid of Freshens and Lil’ Dinos
doubles serving area
double Chik-Fil-A area
themed areas
Seating
individual seating is important but so is group
some seating has been lost but that will change as plans evolve
Talley
wants 25,000 sq. ft. with four or five food themes
Final Design
due to office of state construction by the end of Oct

Main Campus
5 year facility master plan
Bragaw and Tunnel redesign
another Port City Java being added at Vet School
Fountain and Clark – new carpet by Christmas
Fountain needs help but opened year-round except for 6 weeks in summer
maybe do updates in the summer
figure updates will eventually cost $.5mil
Talley
major food service there
with new Talley – will help ease overcrowding elsewhere
Dining Hall Take Out
Proposal:
If a student came in – could take food but would have to swipe out after 5 minutes
Concern:
abuse of the system
each student taking 2 pieces of fruit a day costs $12,000 a month
Could reduce overcrowding
Ideas at this point:
1. online order submission
pick what they want off a website
ready when they come to get it (holding in a box at the front)
Kouba: concern – staffing?
Lait: not the deal-killer, accepting there will be some cost
2. sell you a food box – can fill up yourself
Problem:
Freedom pass
Possibly – after take-out you can’t enter the dining hall again
Maybe a trial run at Clark
Take Out (Continued)
Last tried in the 1990s – not much interest
now – will be well-publicized
possibly trial in all 3 dining halls
maybe float it with the caveat that some changes will occur if necessary
Maybe restrict on specialty nights

More bread at Fountain
specifically white bread – Lait said will take care of it
